Enabling Laptop Frequency Scaling in Ubuntu

After some annoyance at how fast the battery in my laptop drained once I installed Ubuntu, I finally found the answer.

Type:

sudo dpkg-reconfigure gnome-applets

and answer yes to SUID the applet.
